Don't they do a tailpipe measurement in California? Here we get a ODB test for modern cars... the c900's get a tailpipe test. Doesn't really matter what you have done to the car - it either passes the test or it doesn't. My c900s (which are more or less stock) easily pass the test each year, though I know California is more stringent...
sometimes it is a matter of finding the right place to go to for the test... For a while I was taking mine to a place that didn't seem to like the saabs and did all they could to get bad results, perhaps with the intent of getting a repair bill (cars that fail need to take corrective action)... every other place I've gone was no problem and our 900's test out about as well as modern cars...
