I'm not sure what you mean by "rotate the entire mechanism", but I believe park is determined by a wiper that contacts a rotating ring on the motor.
You didn't mention year (probably not a factor), but you may find that the solution to your problem is to remove the motor and clean the wipers that contact the ring.
I have an 88 900 convertible. My driver's side wiper stopped (naturally during a rain storm). In addition to intermittent operation, my wipers would not stop. As I recall, the driver's side is on a shaft at the end of a cam driven by a cable. The cam is pressed into position. The intermittent operation was caused by dirty wipers (electrical contacts).on the motor shaft.
It's not a difficult job, just a little tight.
