1991 saab 900 turbo - turns over but won't start

i am working on reanimating my 900 turbo. it had a rear end accident which smashed the headlights, radiator. and bent up some of the turbo air tubes. After about a year of getting it back to looking like a car, i trued turning the key with high hopes. it turns over and sounds close to starting but wont catch.
New spark plugs, new distributor, fresh gas, oil and coolant, good spark at the cylinders, still won't start. if i pull out a plug after cranking, it smells like gas.
My next step is to check my fuel pressure. following the saab official service manual, i am trying to jump fuses 27 and 30 to run the pump, but nothing is happening at the fuel pump (no voltage/no pumping). If i supply 12v directly to the pump it will run, but i want to power it thru the car before i conclude that lack of fuel pressure is causing the no start condition.
i appreciate any suggestions, whether they are about jumping the fuel pump fuses specifically, or about general questions that i may have neglected to ask.
