You see, the intake manifold vacuum pulls the pressure regulator open, so at idle, the fuel is returned to the tank. If the fuel rail pressure is maxed out, then the fuel is dumped to the injectors, flooding the engine. If you plugs were wet, this is a possible reason. Having said that, wet plugs can be other things as well, weak spark, bad AMM, etc etc.
