Yes to all that Bernie said, and I forgot to mention the accumulator -- it's possible that could be leaking as well causing the fuel smell. I had one burst in the shop while doing a fuel pump test, and it put a gallon of gas on the floor....I moved pretty fast after that happened, it was potentially a really dangerous situation.
The accumulator is in the back by the rear axle, the fuel system check will tell if it is working correctly when the right mechanic is testing it.
You'll have to source a Volvo accumulator if yours is bad, and make fittings to connect to it, the Saab ones are NLA. The Volvo one wasn't too expensive, but that was 5 years ago, but I'm sure that there is a Porsche or Mercedes variant.
The other part that can cause issues is the check valve on the fuel pump -- if it leaks down, the starting can be an issue until system pressure is established.
There are quite a few issues with the CIS working right, hopefully you can find someone old enough to know how to address the issues, but not too old that they quit working on them.......
