front fender rust repair

There seem to be differing opinions on whether you should replace the whole front outer fender if you have rust to replace, or whether you should just cut out suitable a portion from a rust-free car and weld it in. If the rust emanates from the lip around the wheel opening, which is common, then usually the inner fender lip is problematic as well, maybe not as much as the outer fender but needs attention too. What are your thoughts about the best approach: 1) if the rust is about 2-3 inches from the lip edge, or 2) when it extends maybe 3-5 inches? Thanks
