When my body shop did a rust repair, I brought them a good fender cut from a car at the junkyard that was both the outer and inner fenders - it's really easy to cut one off at the body with a sawzall.
They cut the patch out of both the inner and outer fenders as a single piece, leaving the weld at the lip intact and then welded the whole unit in as one piece. They did a superb job at a reasonable price and the repair lasted the next 8 years until I had an accident that killed the car.
