Pull the hose off that goes straight back to the tank up on the firewall and test to see if the tank will hold neg pressure. The connector on the tank in the trunk is a stepped adapter that can get loose. Or, it's been gravel monkeyed with and the line is not solid. Blow into the line from up front and see if you have resistance, if not, there is a breach in the line to the tank, and there isn't an accumulated source of vacuum powered air to run the system.
Or, be really scientific and put a vacuum gauge on the line, and start up the engine on the checked pressure side -- see how long it holds vacuum in the tank after you turn off the engine.
