The 1991 SAAB 900 SE convertible employs the MITSUBISHI TE05-12B turbocharger which are not known to have bearing housing conditions as described due to a high quality casting alloy which are less prone to cracking.
An external loss of water at the turbocharger would typically exit at the bearing housing or connection, but may never enter the exhaust system. Your white smoke exiting the exhaust system may indicate water inside the engine's combustion process which typically creates steam, and then exiting the exhaust tailpipe.
More likely, the cylinder head gasket could be compromised which then leads to water entering an engine cylinder/s, and then being forced out with the exhaust valves, into the exhaust manifold then into the turbocharger.
A quick DIY assessment would be to pull all 4 spark plugs, and inspect these for a even dry dark grey color on all 4 spark plug bodies/electrodes. Any wet or odd color electrode might indicate a cylinder head condition which is typically followed be a compression or leak-down check at all 4 cylinders.
