If the VIN route doesn't work, there is another option.
You can remove one of the door locks (fairly easy).
Remove the inner door panel, remove the inner water shield (very carefully, they're brittle with mastic gluing them onto the door).
Once you have the door guts exposed, you can push the retaining clip off the door lock barrel. Take that barrel out, and on the side of it there is a 4 digit number.
Take that number to a local locksmith. They can cut you a key from that number. Ilco does have a SAAB keyblank. That will give you a door/hatch/trunk key. If the ignition hasn't been changed, that will also get you completely set. To make sure, you could remove the key barrel from the ignition to make sure it matches your door lock barrel number.
When you're reinstalling the door water shield, if yours is in good shape, use the 3M flexible sealant. It comes in a blue box, and is strips of non-hardening black tar-like stuff. Lay those strips on the shield, and then replace the shield. If your shields are non-salvagable, you can use thick plastic sheeting, same basic process. That's there to keep any water from damaging your door panels.
