High Idle 86 900T

Hoping someone may be able to point me in the right direction on this one... vehicle in question is an 86 900T Conv with just under 226k miles.
It's always idled a bit high since I have owned it (probably in the 900-1000rpm area), but all of a sudden the other day it started idling at about 1600rpm.
Cleaned throttle body, AMM, and checked the AIC valve--all appear to be functioning. I disconnected the hose after the AIC valve and plugged it, and this got the idle to drop back down to the normal 900-1000rpm range. It looked like the AIC valve was in a partially open position when the idle was at 900-1000rpm
I then re-connected the AIC and tried to disconnect what I believe to be the throttle position sensor on the far side of the throttle body, no change, idle still at 1600rpm.
It seems like something in the system is telling the AIC valve to stay partially open when it should be fully closed. Is this a sign of a bad AIC valve or is it something downstream in the system which is causing the AIC valve to stay partially open?
Any thoughts or ideas greatly appreciated.
