The alternator has to have an external ground cable. The factory. setup is a cable that attaches to the bottom alternator thru bolt. It attaches with a 8mm nut. From there the cable goes under he alternator body and a attaches to the bottom alternator bracket bolt which is not visible from above. That cable can go bad internally. The copper wires fracture from extended alternator vibration when the rubber bushings get worn. Some of us add a visible ground attached to the top alternator thru bolt. I attach the other end to the oil fill bracket on the intake manifold. When you said the charging goes from 12 to 13 volts when you ground the alternator indicated the ground is defective or missing. Charging at 13 volts is low. Mine charge about 14 volts. Maybe 13.8 when everything is fully charged at. the lowest. Vern's suggestion to check the charging right off the alternator vs. at the battery is to see if there a drop in voltage at the battery indicating a bad battery cable. The blue battery ground cable needs to have a good clean connection at the crossmember.
