Blue or gray smoke in exhaust usually indicates faulty valve stem seals or guides (Bentley Manual Section 2 page 5 table b}. So off with 'er head and take a look. Stem seals or guides need a machinist to get done.
Head gasket set that includes the head gasket, valve stem seals, valve cover, intake and exhaust gaskets is about $60.00 - $75.00. New head bolts are required (10 at about $4.00 ea.) Saab used single use head bolts that "yield" when torqued to specs and can't be reused, a set of exhaust flange studs and nuts. eEuroparts should have most of it.
If the block is pitted on the top use JB Weld to fill in the pitting, get as close to flush as you can then sand it down. If your mechanic is doing it add in the labor and a which is going to be a bunch.
