Radiator drain plug not working - newish rad

Hi All,

Bit of a strange one here, I can open the radiator drain plug and nothing comes out. (Reservoir cap off, bleed nipple opened). The rad is a nissens and it's about a year old.
Some other strange stuff is happening with the coolant system also. The top coolant hoses, the ones coming from the head across the airco cutoff switch and into the top of the rad are weeping and the bypass hose at the back of the water pump has sprung a leak. Is this due to excessive pressure in the system? A blocked radiator? How do I get the drain plug to actually drain the coolant?

Any suggestions would be much appreciated. Thanks.
