Hello,
If there was alot of old stop leak in the system it may have settle in the bottom of the rad. You could try removing the drain plug completely and gently probing inside to free it up. Another thing I try is putting a pressure tester on the expansion tank and pressurizing the system to see if it breaks it free. Ofcourse you have to have a pressure tester todo that.
