First start is good, subsequent starts are not

1993 c900T, cvt. T5 conversion. 230k miles.
I keep this car on a battery tender. When I first leave the house it starts right up. As I go out and about running errands, starting the engine becomes much harder. It cranks pretty weakly and just manages to start.
I was having this issue last summer. Got a new Interstate battery then. It checks out fine, and so does the alternator. All connections at the starter look good too. I thought the problem might be the starter itself, but the first start of the day is just fine. The weak cranking seems like a battery issue, but the battery voltage is good.
The car went into winter storage in November without having the issue resolved so, no surprise, the problem is still here. All suggestions welcome.
