Here's the latest summation from my trusted local Indy mechanic, who's not a particular old/newSAAB expert (but who is, nowadays?), although he's worked on my three c-900s for nearly twenty years in those case where my considerable skillset was exceeded...

Car was my long-time daily driver until six weeks ago when it lost power, regained it briefly, then died, sometimes could get restarted for a few seconds before dying, and would also start up ver briefly from a shot of starting fluid, so at that point, the ignition system was apparently still operative.. Now in his shop for seven weeks while we both tear our hair out. I did find an ECU from eBay that the seller said was good (maybe it was from a '90 900 non-turbo?) which we installed but it didn't improve things. I wasn't twisting his arm but my wife's car (cherry '98 Volvo V70 AWD wagon, arrgghhh!)) got totalled and now we gotta get this back on the road.
Looking again today through older SAABnet postings on system-wide electrics/electronics failures, I see that a possible source of the problem is a bad ignition relay: either that inside the "transmission hump"; or alternately, a second ignition relay in the main fusebox atop DS wheel well. Located the EU relay up under the PS dash next to the ECU itself, also a known source of systemic eletro failures, but we haven't tried replacing that one so far.
