I think first you need to find spark. The ECU will not pull down the fuel pump relay if it is not receiving an ignition signal.
I believe you car being an 91 non turbo it is a 2.1 liter with the crank sensor located behind the crank pully. There will be a 3 pin connector sort of near the oil dipstick that connects to the sensor. I can't remember which 2 wires you pulse together to simulate the signal to the ignition module but on the harness side of that connector. It is a 3 wire hall effect sensor. You can get the service manual on this website I believe and google the hall effect sensor to figure out which 2 wires to pulse together. If you do this with the key on you u can either connect the spark tester on the coil wire you get spark or you can usually hear an injector pulse if you have that system all connected. If that happens you need a hall effect crank sensor.
If that doesn't happen you have to check the ignition module. After that you check the grounds on the intake manifold for the ecm, the electrical portion of the ignition switch to make sure it is supplying +15 power when cranking. Good Luck, Bernie
