It might be helpful to determine if it is the handbrake not releasing or the caliper itself sticking.
If you jack the car, secure it safely (using a jack stand or equivalent) you will see the handbrake mechanism. (It has a thick rubber coated cable attached). Can you work the mechanism back and forth by hand easily? If you can, then you can probably rule out a sticking handbrake.
My experience with the old-style calipers is that they lock up due to age, wear and a generally poor design. The solution is to rebuild or replace. I've rebuilt a bunch of these and it's not too hard - provided you are accustomed to these types of things. The problem I run up against in rebuilding is finding good internal components.
Finding a good re-manufactured caliper for pre-88 cars is hard these days. I used to buy re-mans from RockAuto and few other places. RockAuto has not had them for a long time. I see them on Ebay but I have no experience with the quality so I can't comment. However, I will say that the re-mans I bought from RockAuto often had to be rebuilt (by me) and they sometimes suffered from bad internal components.
If you are not especially handy working on your own can, I would recommend finding a SAAB specialist in your local area (or extended area as the case may be) to take this on. But even a SAAB specialist is likely to have problems finding a good replacement.
