Chrome is a good choice for shiny decorative surfaces and limited corrosion resistance. It is a poor choice as an optical reflector, due to lower than optimal overall reflectance, as well as pronounced spectral dropoff towards the red end of the spectrum. Silver is the best reflector with a reflectance of 95% and flat spectral response. However, silver is susceptible to corrosion from atmospheric sulfur. Aluminum comes in second (90%).
Modern headlight reflector surfaces are made using a sputtered aluminum vapor deposition process wherein pure aluminum is sprayed in a thin layer on the reflector surface, then coated with an aluminum oxide (sapphire) layer to prevent corrosion.
I was unable to find a US source for recoating headlights. I suspect this is a result of the use of sealed beam headlights.
