As well as the cap and the line to the cannister in the front there are also several vent hoses etc that are over by the filler neck. Remove the inner carpet panel from the trunk and then the plastic cover to get a look at them and there is a valve attached to them also. It appears your tank is building pressure as I have never seen the bellows for the pump do that. I am guessing when you pull the cap off pressure is released? On many 9000's there was a hose that could clog back by the filler neck and the tank would collapse from vacuum. That happened from no air entering the tank to take place of the gas that was used and the cannister valve using engine vacuum to suck out vapor. Obviously fuel leaks are bad. Good Luck, Bernie
