Update:
I had fuel on top of the pump and wasn't sure the new gas cap did anything to remedy the pressure situation so I dug a little deeper and found the reservoir had dropped away from the main pump and a line inside the tank had broken off of the pump assembly. In photo there is a broken O ring, some sort of collar and part of the line that broke inside the tank.
I've never dealt with any of these pumps before and am hoping someone with some experience with them may be able to point me in the direction of what the heck to do next.
Surprisingly, the car was running just fine like this except for leak on top of pump and excess pressure in the tank.
