I think you should easily be able to find a stock license plate bracket, used, from ebay or elsewhere.

Here! This is a stock license plate bracket for a Saab. They were the same for the better part of two decades. This one, from a 9000, will work.

You may need to chase the holes with a tap. It is standard M6x1. They rust really bad so probably also best to give it some paint before you put it on!

Parking ticket people are awful. They have no right to do what they did to you with their ambiguous and strange regulations. Does anyone really understand the parking laws in any place? Is it on a sign? You may be able to get the ticket dismissed if you fight it and cite city statutes.

What they did to you is certainly not helping the parking situation, it's just designed to make money for the city off the backs of the working people. Many towns in new england seem to pride themselves on funding various things with their parking ticket campaigns. It isn't fair as it disproportionately burdens the people like us who aren't rich enough to park off-street, and we are also the people with the least political power to change things.
