Short answer-
if the offset's too far out, they'll never work. There's no way to safely remove
material from that part of a wheel.
Too far in, spacers for the 'win,' if you don't mind spacers.
Yes, the center bore can be opened up a bit if it's too small,
or closed down with a different kind of spacer ring if too big.
