Late to the party, but my experience has been:
if you're going to reuse the rings and pistons, don't
touch the block, and keep the pistons in their respective holes.
If you're re- re-ringing it, then a proper hone helps a lot.
Proper being at a 45 degree angle, removing the glaze from the previous rings.
But if the rings come with instructions, do what they say.
Never use used rings with new pistons.
