Looks like that is it for sure. There are two diodes from the negative end of the lights to that element. Whatever it is.
If you google the text below this would be an easy fix. $2 or so each on Amazon but you have to buy 5 of them.
You would pick up the power off the hot end of the lamp and connect the relay to where where diodes connect together then cut out the old timer PTC or NTC thermister (assuming it is easy to find!)
Of course the pain of taking the dash out to do this is infinitely greater. Knowing what it is will wait until that is needed for something else too!
I would really not risk changing out the flex foil PCB, way old and fragile now. If you need to pass inspection and it fails completely I guess you may be able to reach from the speaker opening and cut the diode wires. Not so great losing confidence in the brake fluid lamp though. Handbrake really is self testing so not sure why they did it for that lamp.
My guess is that this was a last minute safety hack by Saab to make sure the lamps work.
