Switch works in position one and two. The light under the ignition key comes on when you click the positions one and two. I've tested the bulbs the bulbs work. So with the plug hanging down from the rear view mirror I checked for continuity and I had continuity. that wiring runs back through the dome light and then completes the circuit because when I pull the bulb out of the dome light the continuity goes away , so wouldn't that mean I do not have a cut wire between the dome light the switch and the rear view mirror wiring?. I took apart all the wires that are in the driver side fender well and cleaned everything up they were a mess did not fix anything. So I did the same thing on the passenger side they were also a mess and deteriorated that did not fix anything. I had power to the dome light when I put the headliner in because it sparked so apparently the switch was in position one or two, it did blow the fuse and I fixed the fuse I assumed it would come back and it has not. That's what's so strange is I just had power and now I don't. I took the fuse box and lifted it up checked all the wires underneath it everything looked fine everything else in the car works blinkers turn signals all the lights on the dash.
