it IS possible to get the valve out without removing the lower dash bolster or the heating core, there is even a drawing of how to do it in Bentley (854-4), as well descriptions on this bb. That said, I just did this job 2 weeks ago, and struggled for what seemed like hours trying to get to all of the screws, then I finally gave up (I think my hands & fingers are just too big) and removed the bolster, heater core + valve, and did it on the bench. I had an original NOS Saab part to install, squirreled away many years ago.
