Yes they are seperate functions of the seat. The only little overlap is that a twisted seat back usually won't release easily. That is one of the clues I use when repairing the tubes under the seat, if the release works well it is close to straight. The cables for the back release were not available a few years ago so you were left trying to rig the cables somehow. Haven't seen a failed one for awhile so I am not sure if they are back or not.
