As suspected, it was the clock spring. I had forgotten to remove the tape when I replaced my dashboard, so every time I turned the steering wheel, the clock spring would stay in place, and eventually it unraveled inside itself. Replaced the clock spring (bought one for a cool $200) and voila, working horn.
