I have pondered this very issue when messing around with these distributors.
It SEEMS the wiring between the Hall sensor and the connector plug is free floating...there shouldn't be so much excess that it floats up into the spinning danger zone. It's only a length of about 1.5-2 inches.
I've seen different versions of these plastic covers and the the general goal seems to keep the wires within a safe zone.
It would have been nice to have a more consistent and verifiably secure way of fastening the wiring.
I think you just need to verify that the 3 wires are tight enough to not contact anything spinning or pinching in that area and yet loose enough to give you the range for that mounting "bed" to rotate when the vacuum housing slightly pulls/rotates. It's a pretty small amount
