Does your horn work? If so, you could try a test by pulling the horn relay and putting it in the fan relay bay. I think the relays are the same.

So, the downside would be that you can't get horny and hot at the same time if you use the horn relay in the fan relay bay.

Look at the Townsend site, I think there is a writeup on the fans and how to get the relays to work better.
