Cooling fan differences

I'll be replacing my radiator and the cooling fan switch (82C) on my '90 TC, but I want to likewise replace both cooling fans. The cooling fan on the right/passenger side moves freely if I spin it with my hand while the left/driver side stops moving once I take my hand away......is that normal? Is one supposed to spin more freely than the other (there's no interference with either fan, by the way). And is the right-side fan the cooling fan while the left-side is the auxiliary?
What controls the activation of the left/driver side fan as that doesn't necessarily turn on when the right/passenger side starts?
Both fans are 12" 5-blade fans; they are original and appear to be identical. They both will activate if I hook them up to 12 volts, but they're old (35 years old) and a little noisy. Can I replace both fans with the same part? If they should have different resistances, then I can't use the same fan and if that's so, where do I find the auxiliary fan replacement? The universal fans that I see have more than 5-blades, but they are thinner blades; does that matter? I've seen 'Autpoart Premium' and 'Mishimoto' brand fans; the 'Autopart Premium' are very cheap and wonder if they're worth considering.....anyone have experience with either brand or with other brands?
With these 'universal' fans, there are mounting kits which some look like they're merely beefy zip-ties; are there other means to attach them to the radiator?
