Thank you both for your suggestions. These are very valuable. Here are a few more thoughts.
A - I really like the idea of watching temperature patterns progress with an infrared (IR) heat gun. As it turns out I already have a Fluke IR gun. So, this is now on the To-Do list, in order to rule out serious cooling flaws or risks. I will report back, once completed.
B - I also think that the problem is with the temperature gauge in the instrument cluster, because this feels like an intermittent electric issue. That is, sometimes there is good "contact" and sometimes not. So, as a start I will check the wiring between the engine block temperature sensor and the instrument cluster.
C - Here is a further check I just thought of. I have the old engine block temperature sensor, which I suspect is still good. So, I will use my fluke multi-meter to test the resistance across the sensor terminals, while the sensor is heating up in water. I have an accurate thermometer to measure the water temperature. This way I can make a plot of temperature versus resistance. With this data, I can then use the multi-meter on the installed engine block temperature sensor. This will confirm block water temperature as the engine warms up.
