If too cool, there could be some condensate issues, mabe lower efficiency.
It does sound like t-sat may be open. Start from cold, and let it idle 'till gage rises. With 82C T-stat, upper hose and rad inlet will quickly heat up as t-stat starts opening at 180F, corresponding to about 40% on gage. Does it do this?
