I think it is the combination of the 82C fan switch and t-stat, and mabe a nice flow channel in the old rad directly to the switch.
On a road with few lites, ac off, disconnect the fan-switch and see if it now steadies at 40%, cruising 40-50 mph.
If so, go back to reg fan switch. The low temp one is for getting by with a bad rad.
If not, I bet the t-stat tends to stick open once warmed up.
