Where does it rest when engine is off? It should be at the white/yellow line. That's the 0 pressure point (could vary in Denver). My 85 Turbo always ran with what appeared to be a wicked high vacuume , the needle would go 1/4" down past the left of the white line and never fully up to the end of the yellow under boost. It's all relative to where the needle is at rest( engine off).
My car ran like crazy. Power like you wouldn't believe and yet the needle was just not where it was supposed to be, it was misplaced at assembly, and I never bothered to tear the dash apart to move it.
