Should go all the way up into yellow, and almost touching red with pedal all the way to floor. My guess is a vacuum leak (if the actual guage isn't broken)
Check on your intake manifold near the master cylinder, and there is a T connector for some vacuum hoses... snoop around and follow the hoses
