For 95 and newer 9000s the cooling fan is controlled electronically by the EDU in the instrument cluster and uses a temperature sensor located on the side of cylinder head next to the battery. It's the sensor with two black wire sticking out of it. If this sensor is bad, the EDU will turn on the cooling fan as a fail-safe mechanism. Check my earlier post regarding this sensor.
