Question: does the squeal stop immediately when you press "off" or does it continue for an additional 30 seconds or so? If it continues, it's likely the interior temp sensor - it's behind a bull's-eye shaped grill just to the right of the steering wheel next to the heated seat switches. If it stops immediately, it's the blower motor failing.
As a "bottom feeder" lawyer, I'd say that you definitly should do as Lu says and send a letter to the dealer (registered is best because they have to sign for it, but return receipt requested will work too) documenting the complaint, listing in detail the symptoms and noting their own mechanic's diagnosis. Also include that the problem has existed since you purchased the car from them and that it continues to exist. Then demand that they find the problem and fix it. It shouldn't much matter *what* is causing the noise - if you have a warranty it should cover the problem. Of course, read the terms of the warranty very carefully; if it refers to a specific law go to a law library or look it up on the 'net.
If they refuse to fix it, have it done someplace where you are confident in getting it done properly (i.e., a Saab dealership) and then sue them in small claims court for the cost of the repair. It'll only cost you some time and a small filing fee (likely $50 or so) which you should get back if you win. If they refuse to pay the judgment call the local sheriff, who should be able to go with you and collect.
Also, be sure to document all this to the DMV - if they are truly scumbags who refuse to honor the warranty they were likely required by law to provide they deserve to lose their dealer's license, or at least have to pay a fine to the DMV.
