If your chain is badly worn, then it would be normal for the timing marks to be retarded. All my marks line up perfectly with new tensioner, etc. Chain sprockets at TDC, flywheel at TDC, and the cam notches lining up with the etches on the cam bracket.
And yes, the tensioner is 27mm and I think 12mm for the spring. You can measure how far the spring is extended to determine how worn the chain is. I don't remember the number (I think it's >11mm to replace chain), but it's in Haynes.
Also, the C900 Bentley book is very applicable to this whole procedure. I use it whenever I do engine work.
