First, a replacement evaporator can be had from the site sponsors for much less than you have been quoted. I bought one for my 91 (essentially the same system you have) from Sobstory a while back and it was around $100.
Also, did I understand that you have replaced the evaporator once already? Why would you need to do it again?
AC work is a special undertaking. Most general mechanics don't know what they are doing when it comes to ac. Your mechanic might be trustworthy, but he seems to have delved into an area where he is running up against the limits of his knowledge. I agree with Eric that the likelihood of your evaporator being plugged up is somewhere around the "0" range. The evaporator and the low side hose to the compressor are the widest tubes in the AC system. Something big enough to plug up those tubes could not make it there through the little tubes. And there is nothing in those tubes to break off and obstruct. Unless someone dropped a rubber glove into it when they were installing it.
You need to find someone who knows what they are doing. If you want to take a risk throwing money at it, then have the receiver/drier and expansion valve replaced. Never hurts to do that, and they can be had from a site sponsor for around $60-$70 for both.
