the torque limiting in 1st and 2nd gear is only used in the 9-3 series, especially the "viggen" model, which has 230HP. I believe it is necessary in order to alleviate problems with "torque-steer," a notorious problem in the entire 900/9-3 series. The 9000/9-5 line does not suffer nearly so much from this problem, although perhaps the 9-5s also have torque limiting as well.
Torque-steer is always an issue in high-powered FWD cars. The movement of the engine under heavy load, combined with the flexing and twisting of the drive components, gets transferred to the suspension and the wheels through the drive shafts. This causes the steering to "pull" to the right or left. This pulling sensation can be very strong and quite alarming if you're not prepared for it. Combined with wheel spin, severe torque-steer can make it extremely difficult to control the car during hard accleleration.
