I don't have all of the specific facts about which Saab cars are programmed to limit torque in low gears.
However, the limited boost available in 1st and 2nd gear is not NECESSARILY a programmed function of the ECU in a 9000 or (any car for that matter).
For Example:
With a Manual Boost Controller, my car will HOLD 20PSI in fifth gear, but will rarely touch 15psi in first. One thing to consider is that at WOT, 1st gear lasts scarcely more than 1 second, not enough time for any substantial boost to build up.
On the other hand:
At lower speeds you have lower resistance to acceleration. Proportionately more torque goes into accelerating the vehicle than overcoming friction and rolling/air resistance (at top speed 100% of the torque functions to overcome air resistance). In first gear, the coefficient of friction between the road and the tires is generally not great enough for the engine to achieve maximum torque. Wheelspin occurs before this is possible. Therefore, the amount of boost your car can produce in first gear is largely dependent upon the "stickiness" of your tires.
With a set of racing slicks on sticky asphalt, you could probably achieve similar maximum boost in all gears. Certainly in that situation, torque reduction would not be necessary in any Saab car. Here in the Northeast, we are compromised by the weather to the summer/winter tire switch, or all-season tire route.
