Ok, first the bullseye. You are going have remove the cabin airflow sensor to really clean it. Take the plastic bullseye cover off. Next remove the ashtray. Stick your hand into the ashtray hole and push on the back of the ACC control unit. The ACC unit will pop right out. Move the ACC unit to the side and stick your hand into the ACC hole. Pull on the cabin airflow sensor from the rear to remove it. I seem to recall that you may also need to pry up on retaining tabs from the front of the sensor to get it out. Then disconnect the electrical connector. Now you can really clean it with compressed air and spray silicone.
The filter that has been discussed here is the ventilation air filter and not the engine air filter, which is what I believe you are thinking of. Once you remove the aquarium cover, you will see two connected black plastic housings. The one on the passenger side houses the evaporator. The one in the middle of the car houses the blower motor. The ventilation air filter is inside the evaporator box. The heater core is behind the blower motor.
The problem I am imagining could be caused by a blower motor replacement that went badly. But without seeing it....
With the ACC on either Lo or Hi, you should get a stiff wind out of the vents. To compare, you would be well served to have another 9000 to examine. I would have thought the compressor would not cycle on Hi, but I don't know that for sure.
