Base boost procedure

I followed the townsend site's directions on setting base boost on my '91 9kt. I have the boost with the APC disconnected at just a smidgen below 6 lbs. (their recommendation is 6, but I am sooo close) Anyway, I reconnected the APC and jumped pins 1 & 2 on the throttle switch (not the harness) as directed and drove the car. Accoridng to the insturctions, the car sho8uld go well into the red, but mine only makes it into the mixed red/yellow area. Apparently mine is not setting max boost properly. Townsend stated that ISAT is required to get the ECU to readapt. I was thinking of disconnecting the battery to see if that helps the process but haven't done so yet. Any ideas. I am not close to ANY technicians who know beans about SAABS.
