I assume that at 52K that we are talking about the original 7-8 year old belt, right? If true, it is very likely (almost certain?) that the belt is cracked from dry rot by this time. $200 is quite reasonable for the job. The parts, even if you shopped around the web, would be about $70, alone. Replacing the pulleys is good advice, since they are wear items, and their sealed bearings may have dried out.
I have had the serpentine belt break on me, and you have to stop the car immediately to keep from overheating the car (the water pump is driven by the belt).
I wouldn't bother to get a second opinion if you otherwise trust the mechanic.
