Are the cracks in the steel of the wheel well, or in 'weatherproofing'? Some cars have been undercoated, and there is a rubbery-asphalty material applied to the under side of the car and the inside of the wheel wells. That stuff develops cracks over time. That's not strutural, and perfectly fine. It's why undercoating doesn't really work. If the cracks are in the actual metal of the body, that would be a problem. But you'd see rust in the cracks.
If you can pry at the cracks with a knife and rubbery material comes off, it's just undercoating. If you pry off rust and find bright metal in the cracks, then it is the actual body of the car, and is structural. But I highly doubt it's the body.
