When you apply the brakes, the current draw from the brake lights may be enough to kick in the alternator. This would cause a perceptable drag on the engine at idle. (Although, I would expect the AIC to compensate.) If so, its the symptom of a weak battery or bad connections. There may be a correlation with your speedometer problem - particularly if it is a bad ground.
Its more common for vacuum problems to show up as irratic or high idle behavior. I can't imagine how the valve cover gasket could have any influence on the symptoms you describe.
