turbo or engine bad?

I have a 91 9000 turbo 2.3 liter with 90 k on the clock. The engine is going threw alot of oil. 2 quarts a week. My question is, how do I figure out where it is going. I have no major leaks. My gut feeling is the turbo, since I haven't seen a saab engine do this before. But I would like to know how to determine wich it is. I looked into the outlet side of the intercooler and it didn't have oil in it, like I have seen before. The exhaust does produce smoke at times, but not on start up like you would see from valve seals. I pulled the plugs today and they didn't look to bad. Thanks for any help you guys can provide!
